Integrated Check Posts (ICPs)

Definition

Modern, single-window facilities at India's designated land border crossings that bring immigration, customs, security, quarantine and trade-support services together in one complex, to streamline the movement of people and goods across international land borders.

Key points

• ICPs are developed and managed by the Land Ports Authority of India (LPAI), a statutory body set up under the Land Ports Authority of India Act, 2010, under the Ministry of Home Affairs.
• Before ICPs, facilities at land crossings were often scattered and basic; ICPs consolidate passenger terminals, cargo handling, warehouses, scanning, immigration and customs in a secure, regulated complex.
• Early and well-known ICPs include Attari (on the India-Pakistan border in Punjab) and crossings on the borders with Bangladesh (such as Petrapole), Nepal (such as Raxaul-Birgunj and Jogbani), and Myanmar (Moreh).
• They serve the twin aims of facilitating legitimate cross-border trade and travel and tightening security and surveillance against smuggling, trafficking and illegal crossing.
• The border-guarding forces (such as the BSF and SSB) operate alongside immigration and customs at these posts, integrating security with trade facilitation.

Common confusion

ICPs sit on land borders for road and rail crossings and are run by the Land Ports Authority of India (a Home Ministry body), distinct from seaports and airports run by other authorities. They are about facilitation plus security, not purely defensive checkpoints.
